Advantage is not actually described in the Rules of Hockey. The Advantage Rule 12.1. simply states that penalty is awarded when an opponent is disadvantaged by a breach of Rule (an offence) by an opponent. I go out on a limb and suggest that there is a significant difference between allowing play to continue because there has been no offence (often the case in incidents of ball foot contact) and the playing or allowing of advantage following an offence. This difference is most noticeable when no advantage accrues or an advantage is illegally disrupted. Difficulties most often occur when incidents (ball foot contacts) which are not offences are treated by umpires as if they are offences (something that happens far too frequently) and umpires believe they have given advantage rather than just allowing play to continue.
