(On the final run of the video I manage to finally get it)
You need to get a time of 0:00 after deductions in order to get the Sun Sigil;
An item needed to obtain the final form of Tidus' ultimate weapon.
This means a score of 13 balloons with no bird strikes will get you the item,
you can also try for 14~15 balloons and 1 bird strike.
If you're lucky 12 balloons, 0 birds, or 13~14 balloons, 1 bird will just about do it, but you may be a micro second off of 0:00, depending on your finish time.
What makes the minigame frustrating is the controls are slightly randomized; the chocobo you're riding will only turn so much when prompted, and sometimes turn by themselves.
The course itself also has "invisible" outer-bound walls which make the chocobo turn, that you simply need to learn through repetition.
The birds are sometimes absolutely unavoidable, or sometimes appear right at their spawn point and immediately strike.
You need to play the game "perfectly" for several dozen runs, until eventually the RNG falls in your favor and it is possible to do a perfect run.
General Tips:
Tapping your D-pad is the "least worst" way of trying to maneuvering the Chocobo.
Don't move towards the trainer in the first run, even if that's where the starting balloons are, you need to stay straight or turn slightly right in order to nudge ahead of him to get the starting balloons.
The birds can hit either of you, but two of them will be 'slightly homing' towards you, and two of them will be homing to the trainer. the ones homing to you are harder to dodge (drastically more unfair) and you need to be almost travelling horizontally to have a chance.
I believe each bird has an extended/retraced hit box favouring one side., for example on the last turn before the long stretch to the finish the first two birds will usually be homing to Tidus, and seem to favour being dodged left, sometimes if I try dodge right, they will hit no mater what, but even a clumsy left dodge will make then glide past.
Post game Superboss Prep:
Tidus has the 2nd most damaging Limitbreak post game, so having his ultimate weapon will give you a lot of help in fighting the Dark Aeons and Penance.
However, it is worth noting that the strongest limit break post game is Wakka's 2nd Limit; Attack Reels, and you can gain all of his Ultimate weapon paraphernalia and limit breaks through Blitzball: a much more fun mini-game.
Point being, It is possible to tackle all of the game's superbosses without using Tidus, and thus not having to deal with this dreadfully designed mini-game.
