Putin proposes free internet access to important Russian sites. This will become a competitive advantage for Russia, create new opportunities for education, creativity, communication and participation of people in the life of the country, Putin stated. Public owned telecom provider, Rostelecom backed Putin’s plans, saying that “in every situation a person must have the right to use a social or state service online.” The plan is just one key factor of the National Programs, to archive more technology and innovation inside Russia, along the other end goals like an improvement in Healthcare and Birth rate.
